Email On July 16, 2010, the Department of Justice issued Opinion Procedure Release No. 10-02, its second of the year. The Opinion Release was issued in response to the request of a U.S.-based non-profit (the "Requestor") that operates micro-finance institutions ("MFIs") around the world, including a wholly owned subsidiary in an unnamed Eurasian country (the "Eurasian Subsidiary"). The Opinion Release addressed the Requestor's plan to transform the Eurasian Subsidiary's current status as a humanitarian organization to that of a licensed bank under local law.
